The National Institute for Civil Discourse (NICD) is seeking an individual contractor to assist with the launch of CommonSense American (CSA), a new program that enlists Americans from across the country and political spectrum in a search for solutions wise enough to attract cross-partisan support.  The contract will be for 20 hours per week for six months.  The contract may be renewed or converted into a full-time employee position.

The contractor will work with Keith Allred, the NICD Executive Director, in all aspects of launching this new program.  That work will focus on two areas.  First, it will focus on developing two lists of approximately 25 promising practical solutions likely to attract cross-partisan support: (1) substantive policy solutions, (2) democratic reform solutions.  This work will involve outreach to think tanks, Members of Congress, trade associations and other sources for promising solutions.   The more than 2,000 CSA members will then rate the importance of each solution on both lists in late spring or early summer.

The second area of focus for the contractor will be the development of policy briefs on the three solutions that were rated most important by the 2,000 CSA members.  The work here will focus on outreach to all relevant stakeholders to develop the strongest case for each competing perspective and on assembling the best available data for the issue being briefed.  Each CSA member will then be randomly assigned in the late fall to review the brief to which they are randomly assigned and indicate whether they support or oppose each proposal in the brief.  CSA will then announce the results of the member polls. 

NICD seeks individual contractors with excellent writing, public policy, analytical, program management, and interpersonal skills.  Excellent skills with Microsoft Office are required.  Experience as a journalist and/or congressional staffer is preferable.
