Position Summary

This part-time, fully-benefited video journalism multimedia job in the Department of Transportation’s Communications Section works closely with DOT project managers and communication specialists to disseminate public information via the Internet, social media and King County Television (King County TV Cable Channel 22) and through other visual and written means, making effective use of all forms of public information distribution tools used by the County. A special emphasis of the position is writing, producing and appearing on KCDOT videos.

The Communications Section is a critical part of the Transportation Department. We provide timely and innovative ways of informing the public about our transportation services and projects, and plan and implement community relations programs that ensure our planners and decision makers understand the public’s concerns and views on regional transportation issues. Our section is a closely integrated team of communications, graphics, video journalism multimedia programming and public information specialists led by a communications manager.

Required Materials

This position is exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. The workweek is normally Monday through Friday, preferably 4 hours per day, 5 days/week, with consideration of flexible hours possible (with occasional evening and infrequent weekend community relations work.)

• Serve as a key point of contact for the development and implementation of new media Internet technology programs and projects produced by the Communications Section., and coordinating these for KCDOT divisions. • Write creative and compelling scripts, shoot and edit video and serve as talent for transportation-related programming on King County Television and partner government cable stations. Coordinate production, schedules and oversee work on this show and other special video projects. • Produce videos and public service announcements. • Write, shoot, gather digital photos and perform web publishing for KCDOT/Communications web pages and for other publications, as necessary. • Post news releases to websites. • Track and review department videos.

Required Qualifications

• Bachelor of Arts degree in journalism, communications, public relations or related field, or the equivalent combination of experience and education • Three years’ experience in public relations, communications or the news media with strong skill in shooting/editing/producing videos and serving as talent, as well as writing materials and scripts for diverse constituencies • Ability to use creativity and imagination when preparing communication materials for targeted audiences • Comfortable and skilled using emerging tools, devices and platforms including comprehensive skills and knowledge in social media communications • Ability to work under pressure and meet deadlines • Demonstrated ability to quickly respond to changing priorities and needs • Excellent verbal and written communication skills including creative writing ability, proofing, grammar and spelling • Skill in working with and articulating ideas orally for people of diverse backgrounds, including people with limited English proficiency • Ability to learn new technical skills as needed • Ability to work independently and creatively • Ability to develop and maintain excellent working relationships with coworkers and collaborate in a team environment • Professional experience with the following: • High Definition (HD) digital video shooting, editing, live encoding skills at multiple bit rates for multiple file types including Windows Media Player, RealVideo Player and QuickTime Player • Hands-on experience with multimedia authoring, video editing, capturing, importing, assembling and distributing, including HTML integration • Experience with stream distribution for small and large events • VOD encoding, Webcasting, SMILE and Adobe Premiere experience is highly desirable • Web publishing experience with at least one-year experience developing web pages for public or private sector organizations • Demonstrated experience with HTML 4.0; skill at hand coding HTML using a text editor. • Knowledge of basic browser compatibility issues • Experience working with web templates and FTP software • Experience with web-based graphic design, image formatting and compression, and graphic design tools such as Adobe Photoshop • Skill at digital photography

Desirable Qualifications (Not Required)

• Experience with Adobe Premiere Pro editing software • Knowledge and experience with community and regional issues, leaders and government agencies in the Puget Sound region

Special Requirements A valid Washington State driver’s license (or ability to obtain a Washington State license within 30 days after hire) or the ability to travel throughout the County to locations that may not be served by public transportation is required.
